Deluded pervert thought masturbating at young schoolgirls would make them want sex

A deluded pervert masturbated in front of schoolgirls because he thought it would make them want to have sex with him.

Luke Barrow lay in wait for children walking to school on the Trees Estate in Newton-le-Willows on four occasions.

The 25-year-old sat in his car and started playing with himself when groups of secondary school pupils approached.

He was twice spotted by the same 12-year-old victim, who Liverpool Crown Court heard was left feeling upset and anxious.

But when caught he said he was inspired by ‘flashing porn’ online and believed it would have led to sex with one of the pupils.

Barrow, of Eastwood Road, Burtonwood, Warrington , travelled to the Oak Avenue area of the town at around 8am.

Simon Duncan, prosecuting, said the girl, who was with a number of friends, noticed him staring at her trying to gain eye contact.

She saw what he was doing and told her mum, who reported the incident to the police, but she did not have his car registration.

However, Barrow did the exact same thing two weeks later at the same location and this time the girl took a photo of his vehicle.

Police stopped the car as Barrow travelled to St Helens town centre at around 12.45pm and arrested him on suspicion of exposure.

Mr Duncan said he replied “I accept that I did it, I’m not proud of it” and later confessed to have done so four times.

The “angry and disgusted” mum of the victim said Barrow made her daughter feel uncomfortable and left her scared.

Mr Duncan said: “She and her friends were shocked and confused by what happened, not to mention disgusted.”

When interviewed by officers, Barrow said he travelled to the area intending to masturbate in front of secondary schoolgirls.

Mr Duncan said: “He accepted girls saw him and said his hope was one of the girls would join him as he described to give him a handjob.”

He added: “He told police that he drew inspiration for his actions from online content that he had seen on a porn site known as xhamster.

“In particular he said it was a category on that site called flashing where those who are exposed to the behaviour end up having sex with the flasher.

“He admitted that he fantasised about having full intercourse in such circumstances.”

Barrow, of previous good character, claimed he was attracted to schoolgirls and had been for around a year.

He admitted two counts of engaging in sexual activity in the presence of a child under 13.

Judge Sophie McKone told Barrow: “You parked deliberately near a school and masturbated in your car knowing and hoping you would be seen by underage schoolgirls.

“It was a hope that it would develop into some sexual activity with the girls. It was a fantasy you had and a fantasy you were playing out.”

She said his victim now felt less safe in the area, but Barrow had previously been a hardworking young man and was “very remorseful”.

Judge McKone said she believed the best way to protect the public and stop him committing more serious crimes was for him to get treatment.

She handed him 18 months in jail, suspended for two years, the sex offender course and a 10-day Rehabilitation Activity Requirement.

Judge McKone ordered him to complete 120 hours of unpaid work and to sign on the Sex Offenders Register for 10 years.

She also made an indefinite restraining order banning him from the Trees Estate and from contacting or approaching his victim.
